Skilled & Trained Workforce Requirements in Public Works: Contractors and Public Agencies Beware!

The skilled and trained workforce requirements have once again been changed by the California State Legislature.  If you recall, effective January 1, 2017, contractors and subcontractors at every tier were required to have a skilled and trained workforce on three specific delivery methods on public works projects over $1 million: design-build, best-value, and lease-leaseback.  That was then.

Now, as a result of concerns raised by the construction trades, the requirements have been adjusted, and those adjustments will impact additional types of projects. Here is a look at these legislative changes effective January 1, 2020.
