    The February 2022 Executive Order on Use of Project Labor Agreements for Federal Construction Projects signed by President Joe Biden applies to large-scale construction projects of $35 million or more.  Locally, labor agreements are appearing more and more.  Consequently, contractors need to understand how working under the conditions of a PLA will affect their business.
